You'll find a 100% answer there. No better yet, you'll find many answers on the same subject. That's better than what I'd have to give you.

Write in his init line

this removeWeapon "M16"; this addWeapon "AK74"

You'll need to sort out the mags as well, check the command reference for details.  

As for your sig line .... well it's unlikely to endear you to our Syrian and Lebanese members ...

And the Q, well, removeallweapons UnitName will take care of deleting the persons complete equipment.
UnitName addweapon "WeaponName"   - Will take care of the addweapons trouble
UnitName removeweapon "WeaponName"   - Will take care of deleting the weapon and the magazine.
UnitName removemagazine "MagazineName"   - Will remove one magazine from the equipment.
UnitName addmagazine "MagazineName"   - Will add a magazine to the equipment.
