I'm going through the same process myself (looking for voice talent) and here's a few things I have done:
- Posted a position in the Training Depot. I used the 'Sound Editor' category, as there is no option for 'Voice Actors'
- Posted in the Official Forums. This is probably the one area where I have been most successful.
- Asked around. I've IM'ed people I've met through OFPEC, (very) politely asking if they'd be interested
It can be quite a bit of work, and you'll get a lot of
no's or non-responses, but that's life for ya
It has a lot in common with trying to find a job actually

The trick is to stick with it, and be
very polite. Remember, if someone is kind enough to do a voice for you, they are helping you out. You should try to reciprocate the favour if you can, or at the very least be extremely grateful (and did I mention
polite? ;D) to them.
It can be a long road, but it's not too hard if you stick at it. The one thing to remember is:
