2. I have never heard of this and I doubt very much that it is hardwired into the game. However, I suspect you could fake it with the right script.
You will need to know the ID of the "powerhouse" - which is easy if you have Resistance, just click the button in the mission editor and zoom in. I don't know anything about IDs, nor do I know how off the top of my head how to switch lights on and off, but in general principle

should do the trick. You will need tofigure out the correct commands, but that's the general idea.
