try this in each civvie's init field:

this AddRating -10000

That will make them renegades, ie. enemy to everyone.

or an other way is :
         group a civillian unit or group to a west or east unit (west must be the leader) and put this in west init field :
                                 deleteVehicle this

do it again with an other unit and group to the opposing side
and the civillian war can begin

Civilians have no combat AI.
You can place them all on the WEST side by editing the Mission.sqm and then they will have full combat ability. but you will still have to use addrating
