I use Goldwave. I love it:

Okay, I've finally converted my wavs to wss, which I now hate!  I could not get the "say" command to work using oggs, but now that they are wss, it sounds really deep and slow like satan is talking.  That is kind of novel, but does not accomplish any reallistic objectives for me.  Any help would be great!

Make sure that your .Ogg is at the right sample rate.
For Goldwave I think you want this,

Vorbis 1.0, 44100Hz, 120kbps (0.7q), mono

Also, with the "say" command, if you want lips to move, you'll have to get a .Lip file too.

First you'll need WavtoLip, situated at the bottom of this linked page, don't click it, copy and paste the whole thing.

http://ofpec.com/editors/browse.php?browseon=&browsewhat=-1&catselected=-1_-1&catagory=-1&subcategory=-1_-1&numreturn=25&displayformat=0&ofpv=1&searchwhat=1&searchlevel=0&searchwhat=1&searchopts=&searchstring=lip&x=0&y=0

Install it onto the C:\ root folder.

Then drag and drop a sound file into it. The sound file will have to be 16bit mono .Wav file.

Once this is done, convert the .Wav into a .Ogg, the way we talked about above. ::)

Then discard the .Wav, and put both the .Lip and the .Ogg into your sound folder. Finished. Using the "Say" command will now make the character move their lips.

If your not using Goldwave, get it. I used a different editor when I started and the playback was awful. Sometimes it played the track quick, sometimes slow. Always badly.

Hope that helps.

It doesn't matter aslong as it's saved as OGG and 16 bit in the save as area, never has for me anyway  :-\ :)
