You can't detect if it's raining, but you can detect if the conditions are correct for it to be raining... I take it this is for the effects pack?

It is indeed. If the conditions change, how long will it take for the rain effect to kick in?

I would suggest you make a custom weather script, from there you can controll the weather yourself, thus when you say it's raining the other thing you want to happen kicks in.

I think rain is random if the weather is sufficiently overcast.    Use setRain and setOvercast as Armsty suggest.
