im thinking about starting work on a british WWII campaign and i was thinking about something
in england lieutenants are called leftenants, so is there a way i can change it to say leftenant in the briefing - and where ever u see a units rank

Not without altering the actual game code, which I wouldnt recomend even you think about.

Although in the UK it's pronounced leftenant, the spelling is actually the same - lieutenant - so you don't need to change it anyway.

curiously enough, not all brit forces pronounce lieutenant differently: a lot of army d00ds from certain brigades pronounce it the 'american' way. trust pongos :)

What "Arm" did you want to use anyway?
Army?
Marines?
Navy?
Air force?

Because they all have different rank structuring :)
