Ogg and Oggdrop help

I need help with converting .wav to .ogg.

1. What specs should i save the wav in?
2. What specs should i save the ogg in when im converting it?
3. Where can i find oggdrop, i lost it before

Hey Oskar!  

1.  Shouldn't really matter as far as I know.

2.  Mono, 64kbps (could go higher on this I think), Constant bitrate, Frequency of 24hz.

3.  Use dbPowerAmp, search for it on google.   ;)
