Communicatingwith players on dedicated server

Is it possible as the host to communicate with players that are playing on a dedicated server.  Perhaps insert some line in the server.cfg.
What I want to do is broadcast a message, ie. "This server will be coming down at 8:00 for maintenance.", to players while they are in game.  Rather than just bring it down without warning.   I know that would make me really annoyed.

the only way you can do it is add a line in the server motd, and then reboot it

Everybody that connects to the server that bothers to scroll up will see all the motd messages

Problem is most either dont know how to scroll up or dont bother

Some of them when connecting see some of the messages as they connect

But can u rely on this method, when they dont even see the messages in the chatbox

If you have dedicated admins for your server and or a website forums etc, then your best bet will be to do a mass email to all your regulars to keep them informed, post on the forums etc
