how do I get the ai mouthes to move so they look like they are talking?

There is a program called Wav2Lip   and you can find it in the editors depot of this site ;)

Hey

I've just got a question and I'm not sure if this is possible.
I played a downloade mission th other day, and the voice, from one of the AI, sounded very close to one of the AI in the campaigns.
Is it possible to use a voice ingame? Or was the voice just day-ja vu (Whatever)?

Yes It's possible..

 you have to set an identity for that character in the description.ext  

this includes;

name
face
voice
glasses or not
