What's this C-130 I hear about?

Hi all, I've been out of the loop for a couple of months and just got back into OFP.  I read a post in here that mentioned the C-130.  Is this the Lockheed C-130 Hercules plane?  If so where is it?  I can't see it in the vehicles section...

Plus a question I've been meaning to ask for ages.  How does one go about designing new vehicles and skins for OFP?  What software do you need?  Is it hard to learn?  I'm really interested in having a go, I normally just design missions and stuff...
