in a campaign description.ext you can get penalties but how are these activated what tells them to play ? does it have anything to do with add rating or what ?

Penalties are activated when the player's combined score out of all of the missions drops below a certain level, I'm fairly certain. It is like a

avgScore = ....
maxScore = ....
outcome for the entire campaign. dePBO the BIS CWC campaign - it has several penalties in it and take a look at the campaign's description.ext. That should help you.
