There are some houses on Malden that have three floors.  To access the top floor it is necessary to climb a ladder from the floor below.  As you approach the ladder you get an action to Climb ladder up.

What circumstances could result in the player approaching the ladder and getting no action to climb the ladder?  It does not seem to be related to damage to the building.  even a setDammage 0.99 does not remove the action in the mission editor.  

I have only just come across this and I have no idea if I can repeat it.

The extra evil editor update\upgrade. I do not remember which one of the millions however I got one of those stupid updates and couldnt climb afterward. I deleted it and everything worked fine.

So, I would suggest removing all of your editor updates until you find which one it is. Also it MAY be only if you have two editor updates at the same time as I believe I may have.
(I am still very anti Editor Updates)

Also for me it happened at the Viktor Troska's office building on Nogova.

I hope it isn't that.  I only have one add-on on my machine and that is GB's Editor update.  I have had no problem going up and down the ladder in the mission editor.  I thought I had tested it to death, but then on a start to end run through of the pbo version I just don't get the action.  This occurred about 3 hours (mission time) into the mission.  Probably the best I could do is get there in a bit over an hour into the mission, so you can see I can't live test it that often.

I thought it might be something to do with the fact that prior to getting there I had added and then removed some actions from the player.  I have not tested that yet.

I am beginning to feel a work around is needed.

I had a similar problem during a betatest on the Mapfact Nogova island. A door in the airport tower won't open, I could'nt see the action. Strange because when I tried it on an empty map, the action was there. Maybe it's not related to the editorupgrade...
Have you tried it on an empty map?

I have tried it on an empty and a 'full map' - in the mission editor - and it all works fine.  So far I have only tried a 'full map' as a pbo.  

Did you get your problem in the mission editor as well or only in the pbo version?

i too have experienced this - in the mission editor - i landed a chopper on the roof of the townhouse in lipany, and suddenly couldn't get down the ladder. i think you may be onto something with action conflicts, their being added or removed in quick succession causing flashpoint to get confused.

as flashpoint is wont to get from time to time. like Plank says - a 'feature' ;)
