joined config file for ECP DR INQ

here is a replacement config.bin for ecp who allow you to use DR and INQ together with the DR sound and the inq sound

this is still kind of beta but it should work fine

There were no changes to the config between v1.071 - v1.072, so this should work for both versions. The only changes were to the ecp_effects.pbo.

Hey  Die_Angel, you should post this over on the official forums too, if you haven't already--assuming it works, of course .
