decrypting *.bin files

How would you decrypt a config.bin file which decrypted is a config.cpp file???
It would help to know how to do this so I can get the the AH-64 config file and edit it.  Other guys have done it, if you can't decrypt, then what did they do to get their hands on it???

PBO decryptor 1.3 does it.

pbo decrypter decrypts everything but the config.bin file.  So therefore PBO decrypter does not work.

What Next???

Try PBO decryptor 1.5

thats the one I tried, that is the only one on ofpec, 1.3 does not exist

blah if u want to decrypt a .bin file dl WinISO 5.0.

winiso does not work, it is met to do CD images, not decrypt config.bin files, this is so because it gives me an error message.
