Stop units firing at buildings etc

How do you stop units from firing and wasting ammo on buildings and empty vehicles etc. I have created a base using Empty east units such as aircraft hangers and petrol stations but all the west units then fire on them if i use west units then the East side fire on them.This gets really difficult when a group fires all of its LAWs at a building and has none left for BMPs etc.

open the mission.sqm in notepad and set the side of the buildings to neutral or resistance.
