I have recently downloaded WRPedit and i can raise and lower terrain but when i apply a new texture and go to preview it is still water and when i go over it y camera seems to follow the terain going up but there is no different texture.... HELP

Ok , you need to flag the area of land as Land and so on, sea for sea and all the goodies in wrp edit, you will need to play around with it and check out the tutorials, they can be of great help

Or you can do it the easy way... click "Edit" - Select all cells - Click "Flags" (Tab) - Check "Expert Mode" - In the dropdown menu select "Beach"...
Now WRP knows the difference between land and water

I would advise doing what taasinge says except:
Do not activate Expert mode, just go to the Flags Tab after selecting all the cells and press the Default button.
This will set the default flags for the whole map, something you need to do every time you finish working and want to save.
Restart the Preview mode window and it should be ok.
