Soldiers shooting at choppers

I am very new to editing missions as you can probably tell. When I am making a mission for some reason the soldiers won't fire on the choppers. Is there a way to force them to fire on a certain unit?

if that doesnt work then giving the machine gunners full skill will make them shoot at Cobras, OH-58s, and UH-60 MGs... might be missing one
