Wobbly steering wheel

Hi all,
I've encountered a problem with the steering wheel on my landrover, namely that it doesn't turn properly, instead it wobbles and twists forwards and backwards, at some points it even goes through the dashboard. Is this due to bad placement of the 2 axis marker vertices, which look to be aligned at 90 degrees to the wheels and are deffinately aligned vertically, or is due to something else? I've tried moving the verices about but it seems to make no difference.  ??? ??? ???

1) make sure that the axis points line up correct with the steering wheel column.

2) check the selections to make sure you have the correct items selected and that they do not also belong to other conflicting groups.
