Translucent Textures

Ive heard that there is a tool that alows you to make a texture translucent can anyone help me in finding it? or give me a name for it, alse can this be done in Photoshop?

and for tools: texview (download from breathe HP: www.flashpoint1985.com/breathe/) and paatool (i would recommend this one; search BIS forum) convert tga to pac or paa. convert to pac when you only have transparent and non-transparent areas, and use paa when you want to get semi tranparency like for windows, muzzle flashs, etc.
