Is there any way to disable a car's collision avoidance thing? Like, so when it goes down a road, it doesn't detect other cars so it doesn't try to avoid crashing into them?

I doubt it. That's not mission editing, that's messing with the game engine.
You could try setVelocity to make things happen the way you want.

not really setvelocity, but setting the "setbehavior" to "combat" maybe be better for you.. but tey dont respect any track and activate the waypoints a little soon...
just play whit the waypoints...
