Civilians too nice?

How can you make civilians shoot everyone on sight? (except other civilians)
its seems that theyre friendly to as well as East or West ...

 This has been covered before, you should try the search function.

However, what you need to do is group your civilians with an East ( or West) officer.

Then they will be on the East (or West) side.

Next you need to put:

deletevehicle this

in the officers initialisation filed.

When you start the mission, the officer won't be there he is deleted, but the civvies think they are East (or West).

In your case, you should group them to the Resistance and make Resistance friendly to nobody.

Armed  civilians will automatically shoot at anybody who is not friendly to Resistance:   however nobody will shoot back.    If you want the enemy to shoot back, use Planck's method above.

You don't need to write deleteVehicle this if you reduce the probability of presence of the officer to 0.
