RSC or Object overlays?

I wanna make an overlay for my cinematics that would make it look like a news reel.  Something like CNN would use for example.  I noticed that some people, like the BAS missions have created custom overlays, and wondered how I go about doing this.  Do I create a class for it in the mission.sqm or description.ext?  Also, would it be possible to create a transparent overlay, like showing a logo on the bottom right, with some text in the bottom middle, like the news programs?
