Yes there is a program that converts cpp to bin files. Go to ofp.info and download cpp to bin 1.2
If you mean you want to change a bin to a cpp file. Then you can download pbo decryptor 1.3, however I'll warn you right now. decrpyting a .bin file with that program doesn't make it usable immediately, you have to add in the stuff it doesn't convert. So unless you're farmiliar with addon making. You're shit out of luck. Senator's solution might work, but it's useless to me. I refuse to download that .net framework as it does weird things to my PC.
