First of all, I reccomend that you get a new partition of your harddrive specifically for your OFP addon-making.
Download O2 and BullDozer
Install them on the newly partitioned drive (for me its D: )
<Take a break>
Run O2 (should start up - at least )
go to File -> Options...
My settings:
External Viewer: D:\buldozer.exe -noland -dx -window
DLL Folder: D:\
Texture Name Prefix: data\
Allow Non-Linear mapping: On
View Background LOD: On
View bgrnd LOD in 3D preview: On
Start in four views: On

Autoconvert GIF & TGA textures: On

Decrypt Data.pbo, and put them in the d:\data\ folder
and you should be able to see textures
textures = 16x16, 32x32, 64x64, 128x128, 256x256, 512x512, 1024x1024, 2048x2048
your addon should reside inside a new folder:
For example: If your addon was
my_cow, then you should make a new folder named
my_cow, and put everything in it. so D:\my_cow\config.cpp is where my config is.
