Best .ogg software

Just a quick one this...

What is the best and easiest to use software (thats also free!) to convert from .wav to .ogg? There's a lot of software out there but I usually have problems getting them to save with a constant bitrate.

Don't know 'bout that, but Gold Wave does everything for me!! It even let's me MOD the music however I want, basiclly.  8) :o :)  ::)

Wavesurfer is great too, it does convert mp3's (and it's free!)

I use dBpowerAMP. It can convert mp3 to ogg and wav and so on..
You will need to download a plugin though...
