help with a sound modifying program

I've recently downloaded a sound/music modifying program called Wavesurfer and a little addon to it that let's me transform wavs and mp3s into oggs. I've extracted the addon to where it told me to, but I have no option for changing my mp3 music to ogg, can anyone help me here?

Hrm...

dunno about that program, but I would recommend dbpoweramp

It's a free audio converter that I got awhile ago.. Not sure if it's still around..

If that doesn't pan out, you can temporarily use "media jukebox" because it's an audio player that comes with an mp3 and .ogg converter as well as some other decently cool stuff.   ;)

Also, Kaliyuga was telling me he had one too, but he couldn't find it on his comp when I was over there today...
