You either have too much money on your hands, or you really got the hots for animations..

There are some german(?) guys working on a tool called "XAnim", but i don't know what it can do nor when they are going to release it.
Should you decide to give my Maya2rtm thingy a try, you'll definitely need Maya, which is a high-end 3d package, and it's a bit expensive ($1999 for Maya Complete). Some trial version or learning edition might be able to do the trick, but i haven't tried it.
Tutorials..hmm.. there are none. If you know how to animate in Maya (the old fashioned posing and keying stuff), you won't need any. If you don't, you have to learn the basics. It's not that complicated.
Again, assuming you want to create realistic/naturalistic animation to blend with what's already in the game, you would have to learn some character animation too..
There are plenty of tutorial on both subjects on the web.
But i think learning all that, and getting good at it, will require a serious effort..
