DeadMeat is Dead-On. The M4A1 is more accurate than the M16A2 in shot groupingsproven through the benchmarking of each weapon.
What it actually means is the M4A1 is a more precise weapon, as the shots are consistently repeatable. Accuracy lies in the sights and the shooter.
As mentioned, it's all about the person pulling the trigger once your in the field. An associate of mine came back from Afghanistan and noted that, for examples sake, while the AK is not known for being the most accurate of weapons, it is deadly in the right hands of a trained soldier; he referenced that you'd often find the weapon coming from behind cover with the 'pray and spray' method.
