I actually use ms paint right now since I don't have my others installed yet.
heres how...
when you take a photo with fraps>>open it with paint, select the cut tool and highlight then copy the actual image from the cinema borders without closing anything and then click new at the top. Paste it into the new window and now you have just the image.
Click the image tab at the top and then the resize/skew option.
In the resize area where it reads horizontal and vertical, it should say 100% for both. reduce those numbers to say 50% if you want to reduce the images to half its current size. DO NOT SAVE YET!
After reducing it, click image again but this time click Attributes and see what the actual size of your image is now. If its not what you want, just click cancel, then EDIT>>Undo to put it back to its original form before you resized it and then try again. you'll have to play with it until you get it pretty close to your desired attributes. Then if its only a few off, you can manually type your needed attributes into the attributes window and it resizes the image to those numbers. (256X256 or whatever)
With that done, you can add a border by selecting the Line tool just below the spraytool, and using the color pallet to choose your border color, insert a line at your desired thickness along all four edges.
Save and done.
