Changing .wss

I downloaded the tool here by Earthquake that uses ms-dos to operate two programs, wssenc and wssdec, i read the readme and even got a utilizer but do not know how to use it. I have XP and I did everything to the best of my ability but it will not work, this is a hard to find subject and I would like to know how to decode/encode .wss sound files to .wav. If anyone can recommend programs (I've been up and down the web for this) I would appreciate it.

I had the same problem with Wssenc & wssdec until I downloaded OFP cool studio,

Includes :

OFP Cool Editor 3.0 - mision editor
OFP Cool Studio PBO Utility - tool for working with pbo files
OFP Launcher - program for launching OFP
In Add-Ons Searcher - program for searching in Add-Ons
Add-On Editor - program that will help you with creating addons
It has a wws-wav /wav - wws / wws - ogg convertor too and it's the only one that works for me.

I know, you ask for a program for wws convert and give you a whole package with things you don't need...but I hope it helps!

Sorry to dig this up but I can't figure out how to get the cool studio to find or convert wss files.
