Adding an addon

Ok im sorry if this is said somewhere but i couldnt find it but im downloading and trying to add the ERT mod to my game http://yucatacounty.com/downloads/ERTmod%20Police%20Package.rar  and when i try to extract i get a error that says ....

im extraciting to c:/programfiles/codemasters/opf/addons
i dont know how to add a mod im sorry but i need help

What are you using to extract the .rar file?

Seems to extract fine here with Winrar, presumably you put the extracted pbo files in your addon folder, but the readme is exceptionally poor and doesn't give any guidance as to how to install to OFP.
