All the suggestions I made in my posts above were first tested by me before posting, so I know they work.

Sorry it isn't working on your end......yet.   :(

Will make a small demo mission for you to try and attach it to this post later.

Sorry! It's not personal...

But we found the problem: NIGHT. The civilians are blind at night. I have to found other solution:
1., fighting civilian addon...
2., daylight mission...
Fix bayonet!

There were other strange bugs in OFP, related to darkness and detection. If you were an East unit and rode an empty BAS KLR motorcycle, west units would not detect you at night, ever. Playing with time showed me that the enemy would detect me on the klr within a set window of night time, and the window was discrete.

The reveal command should provide a quick but sloppy fix.

Write a small addon (actually it would contain only a config.cpp) that adds civilian models to opfor and blufor sides..
Size would be a few kb and could be included in the mission zip/rar..

But thanks, it solved the problem. Fighting civlians mod is simple, but very useful!
