Speaking programs

I remember some programs for CBM Amiga where you type whatever you want and the system spoke it with the indicated accent and pitch (american, russian, ... whatever). Is there anything similar for PC?

Remember, it is a much better idea to use real voices than synthesised ones.
The robotic voices produced by speech synthesisers constantly remind you that it's just a game and completely kill immersion. Plain text is a better option, or better yet, make a post in the recruitment section and you're bound to have a few people willing to provide their voices.

an idea would be to download GoldWave or some other editing program and edit the pitch and delete bits to make them sound less roboticy and more real. Its hard but is possible i have done it a few times i cant tell the difference

This is better only you have to record it by putting you mic by your speakers and covering them with a towel or something to block out noise. I have done it a few times and it works. However as Xcess said, it's much better to recruit voice actors.
