Downloading In Wrong Format

I really am not sure where to put this message but whenever i try downloading something like an addon or the FDF mod v1.4 it downloads it in a .rar format which is useless. The icon looks like this:

Why does it do this and how can i get it to download like it should? If i try and launch the rar file all it does is tries to download it self again and make a copy.

I'll bet you don't have WinRAR installed on your system...
You can get it from RarLab

Many use it because it can compress files into a smaller size than zip (9, 10 can do as good compression as rar..)
