must be in [mono and at 44100hz witch the progy is set at normally],  you just have to save it as ogg.  hope this is what your looking for, try seach in music and sound

Yes, play some music with media player in the background.
Really, you'll have to learn how to do it. Once you have it'll be well worth it.

you could get chris' ofp editor that has a template which all you have to do is chose what sounds you want and click done
then there ya go save it as a description.ext and use playsound, playmusic, say, radio messages etc etc to play the sound in ofp

but i would recomend learning to script it, its much more guranteed as then chris' ofp editor doesnt add you the text on the screen youll have to cut parts of it out then add a stringtable would be much easier to do it first time round
