Download this

http://www.k-foren.de/attachment.php?s=acc8445e7ef46b8d337ed08e87a832e3&postid=193534

And use these instructions :

USAGE INSTRUCTIONS
==================

1. Extract the WSSDEC.EXE and WSSCOD.EXE to a work directory.

2. Copy the WSS file to be decoded to WAV format or the WAV file to be
encoded to WSS format into the same work directory as above.

3. Open an MS-DOS window.

4. To decode a WSS file, issue the following command:

WSSDEC file_name.WSS        (replace "file_name" with the actual name of
the WSS file you are decoding)

This will create an output file with the same name but with an
   extension name of WAV.

5. Similarly, to encode a WAV file, issue the following command:

WSSCOD file_name.WAV        (replace "file_name" with the actual name of
the WAV file you are encoding)

This will create an output file with the same name but with an
   extension name of WSS.

I've uploaded a better version for ya

http://users.telenet.be/blanco/WSSFileConverter.zip

Extract the zip in a folder, run the exe.
The rest of the program should be crystal, the output is in the same folder, simple as hell :)

thanks blanco but ive already tried that and for me the sound files turn to be really fast and high pitched like the alarm sound it sounds like someone screaming down your ear
so if thats something im doing wrong or may it be the sound files or an error in unpboeing the file ?
