I think the reason why some of BIS's scripts have 'exit' in them and some do not is very simple.

It depends on who was writing which script.
Each programmer has his own style and preference.

Programmer A might uses 'exit' all the time.
Programmer B doesn't bother.
Programmer C sometimes does and sometimes doesn't.
