some more info is required.

what are the waypoint types?
what is the chopper meant to be doing?
is it supposed to be dropping troops?

I assume it's not dropping the troops while it's circling which means it's not hitting the WP.  Or have you got a condition on it?

My guess is that the main problem is the location of the WP - you can jiggle it around but there's no guarantee it will work every time.  There's something stopping the AI getting close enough to the trigger to activate it.

A solution I've used its to use a trigger to start the drop, not a WP.  This also produces a pretty stick of paras as the chopper doesn't pause at the WP.  Though that solved the drop problem, I still had onewith the chopper missing the subsequent WP (on a ridge).  To stop it circling forever I added a switch trigger in front of and synched to the problem WP so it would be skipped.
