Don't know anything about CPBO's, but I know a little about decoration on russian uniforms/vehicles, since I spend quite a lot of my time in Russia.
In theory, all insignia on military vehicles in the Russian Federation should be marked with the russian tricolor (=flag). In reality, however, the old soviet insignias are still used.
The armed forces of Russia use their new flag (the one that looks like the Pepsi logo) together with older soviet stuff. Hats, belts and uniforms often have the hammer and the sickle (it's still an official symbol of the russian state).
It's almost a rule in the armed forces that pieces of uniform shouldn't match (green jacket/camouflage pants, old/new camo mixed together, etc).
Most vehicles are (or should be) painted with modern insignia, but I've seen both helicopters and planes where the red star was still clearly visible.
