1how can i take a screen shot?
2can i paste it to side of buliding or bill board or something?

to the right of your Fkeys is a key called 'Prt Scr' (probably, depending on your keyboard). press that.

now open up photoshop or paint or what have you and paste. presto, one screenshot.

as for the other question, i think that's maybe a case of creating an addon. someone else needs to step in on that one, as i have no experience in that area. unless of course you mean a real building or billboard, in which case you'd have to contact your local printers... :P

i think even if you had a billboard addon it would be really messy to try and get a picture on it of your choice. btw, if you're after greater screenshot capability then ECP and DXDLL have some great features for it.

Using setobjecttexture on the billboard, like with flags, it's very posisble to make a customisable bill board ;)
I *think* there may be one out, but it could be a small advertising board that you get outside of café's etc, never tried it

If the printscreen key doesn't work for you - it doesn't for some people - d/l a screen capture utility free from the net.   Make sure it can handle directX stuff.
