the "cost" value

As i understand it, it is a value to determin how likely or unlikely the AI soldier will use the given weapon.

My question is what are "normal" values as looking at examples they vary from 10 - 9000

Which seems rather extreme  ;D

Not sure, I always thought for vehicles it was used by the AI to prioritise targets on the battlefield.
i.e. if there is a tank and a truck within range then the tank will be attacked first as it's more valuable (and also more of a threat) than the truck  :-\

Apparently it is to do with the likely hood of AI using the weapon

the higher the number the less likely the AI will use the weapon.
