tonal questions

does tonal have a government palace?  does it even have an airport?  I can't seem to find it and its a huge island, i was hoping one of you guys were used to playing on tonal and know where its at.

 OK-I need help! I downloaded the Tonal Pack from the "Got Flashpoint?" site-and installed it.
 All the graphics are jumbled-looks like a green mesh-you can't even read the menus-
  Is there some kind of texture patch i"m missing or something?
