As far as I know there aren't really any tools for doing mods. (Although it would be nice if someone made a tool that did that auto-expanding-with-shortcut-thing that mods like FDF and ECP use.)
Basically, to make a mod folder you need the following folders and sub-directories:
@ModName //the name of your mod folder - the one in the OFP main directory
@ModName\Bin //put all your configs and resources here
@ModName\Addons //for your addons (duh
)
@ModName\Dta\Scripts // Normally the Dta folder also contains
@ModName\Dta\Anims // a .pbo version of the scripts and anims
That's pretty much it.
