Hi Is It Possible To Make A AI Chopper Have Its Engines On With Out It Actually Taking Off?
Or Would i Just Have To Use The FlyHeight Command And Set The Height To 0.0?

Well, you could try this - place a chopper on the ground, and put this in the init field -
chopper action ["Engine On"]

Also you might try:
chopper land "GET IN"
and have the chopper start on an invisible H (or a visible one).
