is it possible to start wth an empty, locked vehice but unlock it later on? (so people can escape in it)

VEHICLENAME lock ToF

So you can toggle this by a trigger.  This only works for the player so other units can apparently still get in but I suppose they are unlikely to do so.  Not sure if it locks player from ordering member of his squad into the vehicle.

TRUE or FALSE

TRUE locks the car

FALSE unlocks it
