It's all done using a file called description.ext that goes in the folder for your mission.  The editor's depot has several tutorials that explain it far better than I ever could.

As well as reading the tutorial, try a tool called Chris's OFP script editor.  It lets you do a few things automatically, one of which is to add weapons and ammo to your briefing - it uses a wizard to make the description.ext file for you.  This is very useful because the syntax and spelling have to be exactly right.

The wizards only allow you to use the BIS weapons and ammo, but once you get the hang of it you can use any addon weapons you like.
