Alrighty now, try my idea once more, but make the boat occupied or crewed from the start. Like don't goto empty vehicles go to west armored PBRII(or whatever it is) and then use my idea and the boat should move. 
The reason it didn't is because there was no driver in the boat. 
Now its fixed , thank you guiltyroachkilla!
