A mod is a cohesive collection of addons and/or scripts. Therefore, you don't so much create a mod as create several addons/scripts and call them a mod. There are 26 tutorials on creating addons in the Editors Depot, and plenty on creating scripts. If you need help post a question on the appropriate board.
Mods usually have websites. OFPEC can't help there, but you can use the Recruitment Depot to find people to help you (if you want them) and the Intelligence Depot to post news.
