I need a shilka to hit my helo but not kill it.
I've tried to have a removeallweapons trigger once I've taken a certain amount of damage, but this is unreliable as a few too many or too few rounds, always get through.
Any ideas?

Use the getdammage command. If it sinks too low, setdammage it so it doesnt get destroyed. That will give you time for making the shilka cease fire.

Its ok, I decided not to bother. I'll let the player decide how much damage he wants to take. If he's dumb enough to keep getting hit then its his look out.
